Job Title:  Logistics Assistant (Billing)

Grade:    SC-5

Type of contract: Service Contract                          

Duration:  12 Months     

Duty Station: Multiple (Islamabad, Peshawar, Quetta, Karachi)

To implement well-defined standard logistics/supply chain processes and activities to enable the effective delivery of goods and services for all delivery modalities.  KEY ACCOUNTABILITIES (not all-inclusive)

1. Process Vendor invoices in a correct & timely manner.2. Process the invoices and use funds according to the SOPs.3. Review all the Transport, Milling, Q&Q, and other services-related invoices.4. Ensure supporting documents are complete and matching with the invoices & Payment requests.5. Check calculations, invoice payable amount with STOs, LTIs, Waybills. Extract support to Payment Report from WINGS & verify with invoices. Prepare/check Penalty calculation report according to data in LESS, Calculate deductions in case of losses. Coordinate with the Operations for STO/LTI-related matters.6. Prepare Debit/Credit notes for penalties & adjustment of invoices and send them to the vendors for signatures.7. Coordinate with Vendors for any missing documents.8. Match the Invoices in the ITS System and submit to Supervisor for approval.9. Review ITS System periodically for outstanding invoices. Take action accordingly for processing of invoices.10. Respond to vendors’ queries for invoice-related matters and give detailed periodic feedback to the vendors on their invoice submission time and other invoice-related reports.11. Forward all the fund requirement requests to the Supply Chain budget focal point in CO Islamabad.12. Post Purchase Orders & SES in WINGS as and when required. Review Open POs in the system and take necessary action accordingly for closure of the same.13. Review FRs regularly and monitor on weekly basis to ensure proper spending of FTC and other allotted funds.14. Get the rectifications posted in case of any discrepancies.15. Prepare and submit Cash Forecasts on monthly Basis or as required.16. Prepare FTC Matrices & FTC Monitoring reports as and when required.17. Perform other tasks assigned by the supervisor. STANDARD MINIMUM QUALIFICATIONS

Education: Completion of secondary school education supplemented by a First-level university degree in Business Administration, Commerce, Accounts, or CA Foundation.

Experience: Minimum three to five years experience in Accounts, Finance, Banking, or Invoice processing preferably with UN/NGOs. Or three years of Article ship experience with a Chartered Accountant firm.


 Job holders report to Logistics Officer (Supply Chain Funds Management), and the overall supervision and guidance of the Head of Supply Chain, Country Office, Pakistan, or the designate. At this level, job holders are expected to take responsibility for the completion of a range of processes and activities requiring some interpretation of standard guidelines/practices for all assistance modalities for both WFP and logistics common services. Job holders are able to recommend a course of action to staff at various levels and may allocate tasks to other support staff.




Expected Results:
Produces organized, accurate and well-documented records conforming to the required format with well-analyzed data. May provide guidance on office practices to staff in lower grades.

Critical Success Factors:
Ability to review a variety of data, and identify and adjust data discrepancies. Identify and resolve operational problems. Ability to communicate moderately complex matters clearly and concisely. Ability to perform detailed work, work of a confidential nature, and/or to handle a large volume of work possibly under time constraints. Ability to deal patiently and tactfully with people of different national and cultural backgrounds.

Knowledge of utilizing computers including word processing, spreadsheet, and other software packages.

Fluency in both oral and written communication in English and Urdu.

Desirable skills:
– Preferably a bachelor’s degree or supplemented by technical courses in a field related to WFP logistics/transport activities;
– Knowledge of WFP administrative regulations and rules, and WFP policies and procedures in the area of work.
